Teacher's field guide

What Students Need to Do: Students identify where government power is held, how citizens participate, and how executive and legislative branches relate. They distinguish unitary, confederation, and federal systems, as well as democratic, oligarchic, autocratic, presidential, and parliamentary systems.
What Mastery Looks Like: Given a country description, students can classify its government on all three dimensions and cite evidence for each choice. They can explain one similarity and one difference between two systems without treating the labels as interchangeable.
Common Misconceptions: Students often assume federal means democratic or that one label fully describes a government. They may confuse parliamentary government with having no executive, or confuse a confederation with a federal system.
How to Assess It: Give students two short fictional government descriptions. Ask them to label each system on all three dimensions and underline one detail supporting each label.

Lesson moves

Give groups government scenario cards to sort by power distribution, citizen participation, and executive structure, then require one evidence note per card.
Ask students to write which system gives citizens more direct influence, using details from two fictional countries to support their answer.
Read government clues aloud while students hold up matching term cards, then award a point only when they explain the clue.
Use short profiles of Canada, Brazil, Mexico, and Cuba to annotate who chooses leaders and how power is divided.
