Teacher's field guide

What Students Need to Do: Students explain that governments collect taxes from people and businesses. They connect tax money to shared goods and services such as roads, parks, schools, and fire protection.
What Mastery Looks Like: Students can identify examples of tax-funded goods and services. They can explain why government provides them and how communities benefit.
Common Misconceptions: Students may think taxes are optional or pay only for services used by each taxpayer. They may also confuse public services with private businesses, such as grocery stores or movie theaters.
How to Assess It: Give students three items: a fire department, a shoe store, and a public park. Ask which are usually supported by taxes and why.

Lesson moves

Give groups 20 counters as tax dollars, then have them fund roads, schools, parks, and emergency services from a shared budget.
Ask students to write which public service they would protect during a budget cut and explain why.
Play a card sort with examples labeled tax-funded service, public good, or private business.
Show a local government budget page and have students trace one tax source to a community service.
