What Students Need to Do
- Students compare numbers by looking at hundreds, tens, and ones in order. They arrange numbers from least to greatest or greatest to least and record each comparison with <, >, or =.
What Mastery Looks Like
- Students correctly compare numbers such as 407 and 470 by checking hundreds, then tens, then ones. They order several numbers and explain why two models or forms show equal values.
Common Misconceptions
- Students may think 398 is greater than 402 because 9 is greater than 0. They may reverse the comparison symbols, ignore zero as a placeholder, or miss that equal numbers can look different when modeled.
How to Assess It
- Give students 407, 470, 417, and 407. Have them order the numbers, compare two pairs with symbols, and explain one comparison using place value.

Build two numbers with base-ten blocks, compare each place from left to right, and place the correct symbol card between them.
Ask, "Which is greater, 506 or 560, and how does the tens place prove it?" Students write and share explanations.
