What This Standard Means
What Students Need to Do
- Students explain the causes and effects of the XYZ Affair, Quasi-War, Alien and Sedition Acts, and Convention of 1800. They connect naval spending, new taxes, party conflict, immigration rules, and limits on political speech.
What Mastery Looks Like
- Students place key events in order and explain how conflict with France shaped decisions at home. They use evidence to show how Adams avoided full war while expanding federal power and angering political opponents.
Common Misconceptions
- Students may think the United States formally declared war on France or that Adams wanted a full war. They may treat the Alien and Sedition Acts as one law, overlook their effects on immigrants and newspapers, or confuse the Kentucky and Virginia Resolutions with federal laws.
How to Assess It
- Give students four events: XYZ Affair, Quasi-War, Alien and Sedition Acts, and Convention of 1800. Ask them to choose two and explain one cause, one effect, and one connection between them.
