What Students Need to Do: Students identify the U.S. Constitution as a written plan for the national government. They also identify the Florida Constitution as a written plan for state government.
What Mastery Looks Like: Students can name both documents when shown their titles or pictures. They can match each one to either the national government or Florida's state government.
Common Misconceptions: Students may think only the United States has a constitution, or that Florida uses the same document. They may confuse a constitution with the Declaration of Independence or classroom rules.
How to Assess It: Exit ticket: Complete, “The U.S. Constitution guides our _____ government, and the Florida Constitution guides our _____ government.”

Lesson moves

Give pairs document-cover cards to place on mats labeled National Government and Florida Government.
Ask students to finish this sentence: “Florida has its own constitution because Florida has its own _____.”
Play a matching game using cards showing each constitution's title, a U.S. map, a Florida map, and government buildings.
Show images of both constitutions from official government websites, then have students circle the words United States or Florida.
