Compare two sets containing up to 30 concrete objects or pictorial models, using the terms more, fewer, or the same as (equal to).

What This Standard Means
What Students Need to Do
- Students count or match objects in two groups, with as many as 30 in each group. They tell which group has more or fewer, or whether both have the same number.
What Mastery Looks Like
- Students compare groups correctly even when objects differ in size, spacing, or arrangement. They prove their answer by counting or matching objects one to one.
Common Misconceptions
- Students may think a spread-out group has more than a tightly packed group. They may confuse more and fewer or think equal groups must look alike.
How to Assess It
- Show three picture pairs: 18 dots and 15 dots, 12 stars and 12 stars, then 9 circles and 14 circles. Students label each pair more, fewer, or same.

Ways to Teach It
Partners draw two number cards, build matching cube towers, and place word cards labeled more, fewer, or same between them.
Show 16 close-together dots and 16 spread-out dots; ask, “Are they equal, and how can you prove it?”
Play Compare War with dot cards; partners flip cards, name which has more or fewer, and set aside equal pairs.
Set out two snack cups with different amounts; students choose the cup with fewer pieces and explain how they checked.
