What Students Need to Do

Students connect freedoms such as speech, religion, assembly, petition, and due process to specific situations. They distinguish legal duties from voluntary civic actions and explain how participation affects public decisions.

What Mastery Looks Like

Students can identify the right involved in a Texas civic scenario and explain how it protects people. They can classify voting, jury service, paying taxes, obeying laws, and contacting officials accurately.

Common Misconceptions

Students may treat every responsibility as legally required or assume rights have no limits. They may also confuse voting with jury service, since voting is voluntary while jury service is required when summoned.

How to Assess It

Give students three scenarios involving a protest, a jury summons, and a local election. Ask them to label each right or responsibility and explain why participation matters.

  1. Give pairs scenario cards about voting, jury service, taxes, protest, and petitions; students sort them into rights, legal duties, or voluntary participation.

  2. Ask students to write: Which civic action could most affect a local issue, and what right makes that action possible?

  3. Play Civic Scenario Relay: teams identify the right or responsibility shown, then earn a point by explaining its effect on democracy.

  4. Use a recent city council agenda to trace how residents can comment, petition officials, vote, or serve on a local board.
