What Students Need to Do: Students connect shortages of land, labor, capital, or entrepreneurship to problems in producing goods and services. They explain likely effects such as delays, lower output, higher costs, or higher prices.
What Mastery Looks Like: Given a production scenario, students identify which resource is scarce and explain the resulting problem. They support their answer with a clear cause-and-effect chain.
Common Misconceptions: Students may confuse capital with money rather than tools, machines, and buildings used for production. They may also assume every shortage raises prices immediately or affects only workers.
How to Assess It: Give students this exit ticket: “A bakery has ingredients and workers, but its only oven breaks. Which factor is scarce, and name two effects?”

Lesson moves

Give groups paper, scissors, markers, and limited tools to make greeting cards, then compare how each shortage affected output.
Ask students to explain which resource shortage would cause the biggest problem for a food truck and why.
Play a factory challenge where teams draw shortage cards and revise a production plan within two minutes.
Examine a local construction delay and trace how missing workers, materials, equipment, or business decisions affect cost and completion time.
