What This Standard Means
What Students Need to Do
- Students notice details and use them to ask clear questions that can be answered with evidence. They also describe a problem by stating what needs to change or be solved.
What Mastery Looks Like
- Given a picture, short text, model, or class investigation, a student can ask a relevant question tied to specific evidence. The student can state a clear problem without jumping straight to a solution.
Common Misconceptions
- Students may ask opinion questions, write questions that are too broad, or add details they did not observe. They may describe a solution instead of naming the problem that needs solving.
How to Assess It
- Show a picture of an ice cube melting on a desk. Ask students to write one observation, one question they could investigate, and one problem they could solve.

Ways to Teach It
Give pairs two paper towel brands, droppers, and water; students observe absorption, ask an investigable question, and define a spill-cleanup problem.
Show a photo of a wilted plant and ask, “What do you notice, what do you wonder, and what problem needs solving?”
Use cards with observations, questions, problems, and solutions; teams sort them, then revise one weak question or problem statement.
Inspect the classroom for wasted water, scattered supplies, or glare, then have students define one problem without proposing a solution.
