What Students Need to Do: Students use details they notice in an object, event, model, reading, or investigation to form focused questions. They also describe a problem clearly enough that someone could work toward a solution.
What Mastery Looks Like: A student asks a question that can be answered with observations, measurements, research, or a fair test. The student names the specific need or difficulty when defining a problem.
Common Misconceptions: Students may ask questions that are too broad, opinion based, or unrelated to the evidence. They may suggest a solution instead of first stating the problem, or confuse a scientific question with a design problem.
How to Assess It: Show a picture of a wilted plant beside a sunny window. Ask students to write one testable question and one clear problem suggested by the picture.

Lesson moves

Give pairs a melting ice cube, a plate, and a timer, then have them record observations and write two testable questions.
Show a photo of litter near a storm drain and ask, "What problem do you notice, and what evidence supports your claim?"
Play Question Sort with cards containing testable questions, opinion questions, design problems, and solutions, then have teams explain each placement.
Inspect one classroom issue, such as wasted paper or a leaking faucet, and write a problem statement naming who is affected and how.
