What This Standard Means
What Students Need to Do
- Students notice when there are fewer items or turns than people who want them. They identify examples and explain that not everyone can get something right away.
What Mastery Looks Like
- Given a classroom scenario, a student can point out what is limited and who wants it. The student can explain why people must choose, wait, or share.
Common Misconceptions
- Students may think scarcity means an item does not exist, rather than there not being enough for everyone. They may confuse one child losing an item with a shortage affecting a group.
How to Assess It
- Show a picture of five children and two scooters. Ask, “What is scarce, and how do you know?”

Ways to Teach It
Place three toy apples before six students, then ask them to name the problem and suggest a fair response.
Show one swing and four children, then ask, “Can everyone use it now? What could they do?”
Play “Enough or Not Enough” with object and student cards; children hold up yes or no and explain their choice.
Look at the class supply shelf, find one limited material, and discuss how the class decides who uses it first.
