CLASSICAL CIVILIZATIONS: EXPANSION, ACHIEVEMENT, DECLINE: Classical civilizations in Eurasia and Mesoamerica employed a variety of methods to expand and maintain control over vast territories. They developed lasting cultural achievements. Both internal and external forces led to the eventual decline of these empires.

What This Standard Means
What Students Need to Do
- Students compare how the Mauryan, Qin, and Roman empires gained territory and kept control. They use specific evidence about religion, law, government, armies, and social rank.
What Mastery Looks Like
- Students correctly connect examples such as Ashoka’s edicts, Qin Legalism and standardization, and Roman citizenship and legions to imperial control. They explain one similarity and one difference using evidence.
Common Misconceptions
- Students may claim that armies alone held empires together. They often confuse Qin policies with later Han policies or treat Ashoka’s support of Buddhism as only religious. Some assume Roman citizenship included everyone equally.
How to Assess It
- Exit ticket: Choose two empires and name one method each used to maintain control. Explain one similarity or difference between the methods.

Ways to Teach It
Give groups evidence cards on edicts, roads, armies, officials, and social ranks to sort by empire and method of control.
Ask students to defend which empire used the most effective mix of force and cooperation, citing three specific policies.
Run a matching relay where teams pair Mauryan, Qin, and Roman policies with their intended effects on imperial control.
Have students compare ancient standardized currency, measurements, or laws with one modern government policy that connects a large territory.
