What This Standard Means
What Students Need to Do
- Students compare who controlled each plan, what former Confederate states had to do, and how each plan addressed freedpeople’s rights. They use policy details to explain why the plans produced conflict.
What Mastery Looks Like
- Students can accurately sort policies among Lincoln, Johnson, and Congress, then identify similarities and differences. They can support a claim about which plan changed Southern government most using two specific facts.
Common Misconceptions
- Students often treat Lincoln’s and Johnson’s plans as identical because both favored quick readmission. They may assume congressional Reconstruction began immediately after the war. Some confuse presidential pardons, Black Codes, military districts, and constitutional amendments.
How to Assess It
- Give students a three-column chart labeled Lincoln, Johnson, and Congress. Ask them to place six policy details, then explain which plan placed the strongest conditions on Southern states.

Give pairs policy cards to sort under Lincoln, Johnson, or Congress, then have them defend two placements with evidence.
Ask students to write: Which plan best balanced reunion and protection of freedpeople, and what evidence supports your answer?

Compare Reconstruction disputes over federal and state power with a current voting rights case using two short news excerpts.
