The Standard
Citizens of the State of New York have responsibilities that help their nation, their state, and their local communities function. Some responsibilities are stated in laws.

GOVERNMENT: There are different levels of government within the United States and New York State. The purpose of government is to protect the rights of citizens and to promote the common good. The government of New York State establishes rights, freedoms, and responsibilities for its citizens.

What This Standard Means
What Students Need to Do
- Students explain how following laws and community rules helps people stay safe and work together. They distinguish legal duties from civic responsibilities, including learning about issues, voting as adults, and serving on a jury when called.
What Mastery Looks Like
- Students can classify examples as legal duties or responsible choices and explain their reasoning. They can describe how one citizen action helps a local community, New York State, or the nation.
Common Misconceptions
- Students may think children can vote or serve on juries. They may also think every helpful action is required by law, or that laws and school rules are the same.
How to Assess It
- Give an exit ticket with three actions: obeying a traffic law, voting, and helping at a food drive. Students label each and explain how one helps the community.

Ways to Teach It
Students sort cards showing voting, jury service, traffic safety, reporting bullying, and volunteering into legal duties, civic responsibilities, or both.
Ask students to write: Which citizen responsibility does the most to help your community, and why?
Play a scenario game where teams identify the responsibility involved and whether it affects the local, state, or national community.
Read a local news article about a community problem, then have students propose one lawful action citizens could take.
