The Standard
The New York State Constitution establishes the basic structure of government for the state. The government of New York creates laws to protect the people and interests of the state.

GOVERNMENT: There are different levels of government within the United States and New York State. The purpose of government is to protect the rights of citizens and to promote the common good. The government of New York State establishes rights, freedoms, and responsibilities for its citizens.

What This Standard Means
What Students Need to Do
- Students explain how New York’s state government is organized and what each branch does. They identify state leaders, interpret symbols on the state seal and flag, and trace how a bill becomes law.
What Mastery Looks Like
- Students correctly match the legislative, executive, and judicial branches with their jobs. They can name the governor and local state lawmakers, explain key state symbols, and sequence the lawmaking process.
Common Misconceptions
- Students may confuse state officials with federal officials or think the governor makes laws alone. They may mix up branch responsibilities or assume every proposed bill becomes law. Some treat seal and flag images as decoration rather than symbols with meaning.
How to Assess It
- Give a three-part exit ticket: match each branch to its job, order four bill-to-law steps, and explain one symbol from the state seal.

Ways to Teach It
Give groups branch cards, job cards, and official cards to sort into legislative, executive, and judicial categories.
Display the state seal and ask students to write what Liberty, Justice, the eagle, and Excelsior communicate about New York.
Run a bill-to-law relay where teams place proposal, committee review, legislative votes, and governor action in order.
Choose a recent New York law and have students identify the problem addressed, the affected people, and their local state lawmakers.
