What This Standard Means
What Students Need to Do
- Students identify ways local workers and services make community life organized and safe. They explain how following laws, signs, and lawful directions helps everyone.
What Mastery Looks Like
- Students can match a community problem with the local service or worker who handles it. They can describe a safe, respectful citizen response in a specific situation.
Common Misconceptions
- Students may think only police officers represent government or that laws exist only to punish people. They may also confuse classroom rules with community laws.
How to Assess It
- Ask: “A crossing guard tells people to wait before crossing. How does this help, and what should a citizen do?”

Ways to Teach It
Build a block neighborhood, then add traffic signs, crosswalks, a fire station, and other features that help people stay safe.
Discuss or write: “What might happen if everyone ignored the stop signs near our school?”
Play a card sort matching community problems, such as fires or unsafe traffic, with government workers, services, and citizen actions.
Study a neighborhood map and mark places where local government provides safety, order, or help.
