The Standard
An urban community, or city, is characterized by dense population and land occupied primarily by buildings and structures that are used for residential and business purposes.

A community is a population of various individuals in a common location. It can be characterized as urban, suburban, or rural. Population density and use of the land are some characteristics that define and distinguish types of communities.

What This Standard Means
What Students Need to Do
- Students identify city communities by noticing many people, homes, stores, offices, and other buildings close together. They explain how city land is used for living and working.
What Mastery Looks Like
- Given several community images, students can identify the city and cite two visible clues. They can explain that city buildings may contain homes, businesses, or both.
Common Misconceptions
- Students may think every city has skyscrapers or that any place with one tall building is a city. They may also think people only work in cities and do not live there.
How to Assess It
- Show one city photo and one rural photo. Ask students to circle the city and write or name two clues that support their choice.

Ways to Teach It
Use blocks to build a city block with apartments, stores, offices, streets, and shared spaces placed close together.
Ask students to write: How can people live and work on the same city block?
Play a photo sort where partners label community scenes city or not city, then name the evidence for each choice.
Study a local city map and mark buildings used as homes, businesses, or both.
