The Standard
Successful implementation of government policy often requires cooperation between many levels of government, as well as the cooperation of other public and private institutions. Conflicts between different levels of government sometimes emerge due to different goals, ideas, and resources regarding the creation and implementation of policy.

PUBLIC POLICY: All levels of government—local, state, and federal—are involved in shaping public policy and responding to public policy issues, all of which influence our lives beyond what appears in the Constitution. Engaged citizens understand how to find, monitor, evaluate, and respond to information on public policy issues.

What This Standard Means
What Students Need to Do
- Students trace how a policy moves through local, state, and federal agencies. They identify where nonprofits, businesses, and community groups help carry it out, and explain why disputes can delay results.
What Mastery Looks Like
- Students can map each institution’s role in carrying out a policy. They can use evidence to explain how different goals, rules, funding, or staff create cooperation or conflict.
Common Misconceptions
- Students may assume the government that creates a policy also handles every step. They may confuse disagreement over funding or authority with a claim that the policy itself is illegal.
How to Assess It
- Give students a disaster response scenario. Ask them to name three institutions involved, assign each one a task, and identify one likely conflict.

Ways to Teach It
Teams use role cards for a flood response and build a chart assigning tasks to city, state, federal, nonprofit, and business actors.
Write a memo explaining where a school meal policy could stall when agencies disagree about funding, rules, or responsibility.
Run a policy relay where teams match implementation tasks, such as funding or enforcement, to the institutions most likely to handle them.
Compare a current local policy announcement with agency websites to identify who funds, manages, and evaluates the policy.
