The Standard
Each level of government has its own process of shaping, implementing, amending, and enforcing public policy. Customarily the executive branch will outline its plan and agenda in an executive address to the legislative body.

PUBLIC POLICY: All levels of government—local, state, and federal—are involved in shaping public policy and responding to public policy issues, all of which influence our lives beyond what appears in the Constitution. Engaged citizens understand how to find, monitor, evaluate, and respond to information on public policy issues.

What This Standard Means
What Students Need to Do
- Students trace how a policy moves from a proposal to adoption, implementation, amendment, and enforcement. They compare the roles of executives and legislatures at local, state, and federal levels. They explain how an executive address presents policy priorities.
What Mastery Looks Like
- Given a policy proposal, students can identify which officials shape, approve, carry out, revise, and enforce it. They can use an executive address to predict which proposals may reach the legislative agenda.
Common Misconceptions
- Students may think an executive address creates law by itself. They may assume local, state, and federal governments use identical policy processes. They may also confuse implementing a policy with enforcing it.
How to Assess It
- Use this exit ticket: “A mayor proposes a new recycling rule in an address to the city council. List the next three possible steps and the responsible officials.”

Give groups role cards and policy-step cards, then have them build local, state, and federal policy process timelines.
Read short excerpts from a mayoral, gubernatorial, and presidential address, then write which policy priorities require legislative action.
Play Policy Relay, where teams sequence proposal, debate, adoption, implementation, amendment, and enforcement cards for a given government level.
Choose a current school funding proposal and trace which government officials would shape, approve, implement, and monitor it.
