The Standard
In addition to voting, there are many ways in which citizens can participate in the electoral process. These include joining a political organization, donating money, and doing volunteer work on a political campaign.

POLITICAL AND CIVIC PARTICIPATION: There are numerous avenues for engagement in the political process, from exercising the power of the vote, to affiliating with political parties, to engaging in other forms of civic participation. Citizens leverage both electoral and non-electoral means to participate in the political process.

What This Standard Means
What Students Need to Do
- Students identify ways people can take part in elections besides casting a ballot. They explain how joining groups, giving money, and volunteering can affect campaigns and public attention.
What Mastery Looks Like
- Students can compare campaign activities by time, cost, access, and likely impact. They can choose an appropriate action for a citizen and explain how it supports a campaign.
Common Misconceptions
- Students may think people under 18 cannot help with campaigns or that only party members can volunteer. They may also assume donations guarantee election results or buy direct control over candidates.
How to Assess It
- Give an exit ticket: “Choose two ways a 17-year-old can support a local candidate and explain how each could affect the campaign.”

Ways to Teach It
Create a mock campaign office where students use role cards to assign volunteers, donors, and organization members to specific campaign needs.
Write a claim answering: Which matters more in a local election, volunteer time, group membership, or money? Use two examples.
Play a card sort matching campaign actions with resources used, legal limits, and possible effects on voters.
Compare the volunteer and donation pages of two local campaigns, then list the actions each campaign asks citizens to take.
