The Standard
Limited government is achieved through the separation of powers between three different branches. The system of checks and balances is part of this limited government structure at all levels of government.

What This Standard Means
What Students Need to Do
- Students explain how dividing authority among legislative, executive, and judicial bodies limits government power. They trace how one branch can block, review, or approve another branch’s action at federal, state, and local levels.
What Mastery Looks Like
- Students can distinguish separation of powers from checks and balances. Given a government action, they can identify the bodies involved, the check being used, and how it limits power.
Common Misconceptions
- Students often think each branch works independently or that checks and balances only apply to the federal government. They may also confuse a branch’s regular duty, such as making laws, with a check on another branch.
How to Assess It
- Exit ticket: A governor vetoes a bill, and the legislature overrides the veto. Identify the check and explain how it limits government power.
Lesson moves
Ways to Teach It
Give groups branch cards and action cards, then have them build a power map with arrows showing each check.
Write: Does judicial review protect democracy or give judges too much power? Defend your view with one constitutional example.
Play a relay where teams match veto, impeachment, confirmation, and judicial review to the branch that checks another.
Read a New York budget news article and identify how executive proposals, legislative approval, or court action limits government power.
