THE TOOLS OF ECONOMIC POLICY IN A GLOBAL ECONOMY: Globalization and increased economic interdependence affect the United States economy significantly. The tools that the policy makers have available to address these issues are fiscal policy, monetary policy, and trade policy.

What This Standard Means
What Students Need to Do
- Students interpret GDP, GNP, CPI, employment, interest rate, aggregate demand, and aggregate supply data. They use the data to identify economic conditions and propose measurable policy goals.
What Mastery Looks Like
- Students can examine several indicators, describe whether the economy faces inflation, unemployment, or weak growth, and support the diagnosis with evidence. They can explain tradeoffs among policy goals.
Common Misconceptions
- Students may assume rising GDP means everyone is better off, or confuse a high price level with a rising inflation rate. They may also think zero unemployment is realistic or that one indicator gives a complete picture.
How to Assess It
- Give students this snapshot: GDP growth 0.5 percent, unemployment 7 percent, CPI growth 1 percent. Ask them to name one policy goal and justify it using two indicators.

Ways to Teach It
Give groups indicator cards and have them arrange the cards into recession, inflation, or stable growth scenarios.
Ask students to write which goal should take priority when inflation rises while unemployment remains high, then defend their choice.
Run an economic diagnosis game where teams earn points by matching data sets to policy goals and explaining each match.
Have students use current federal data to create a one-page economic dashboard and recommend one measurable national goal.
