Given that the resources of individuals (and societies) are limited, decisions as to what goods and services will be produced and to whom to sell one’s resources are driven by numerous factors, including a desire to derive the maximum benefit from and thus the most efficient allocation of those resources.

INDIVIDUALS AND BUSINESSES IN THE PRODUCT AND FACTOR MARKETS: Free enterprise is a pillar of the United States economy and is based on the principle that individuals and businesses are free to make their own economic choices as they participate in these markets. Individuals buy the goods and services that they desire from businesses in the product markets, and they contribute to producing these goods and services by supplying the resources that they own to businesses in the factor markets.

What This Standard Means

What Students Need to Do

Decide how limited time, money, labor, or materials should be used. Compare expected costs and benefits, then explain which choice uses available resources most efficiently.

What Mastery Looks Like

Given a budget or production limit, students can select an allocation and identify its opportunity cost. They can explain how prices, preferences, profit, and resource limits affect decisions.

Common Misconceptions

Students may think scarcity only affects people with low incomes. They may confuse efficiency with fairness or assume the highest-priced choice always provides the greatest benefit.

How to Assess It

Exit ticket: A bakery has eight oven-hours. Each cake uses two hours and contributes $100 after other costs; each bread tray uses one hour and contributes $40. At most two cakes can sell, with ample bread demand and no other constraints. Maximize contribution and explain a tradeoff.

Ways to Teach It

  1. Give groups 12 labor tokens and product cards, then have them build the production plan that earns the highest return.

  2. Write which part-time job you would accept when wages, travel time, schedule, and experience differ, then defend your choice.

  3. Run a production game where teams reallocate workers after drawing cards that change prices, demand, or material costs.

  4. Compare two local grocery stores by price, travel time, product quality, and selection to explain how households allocate money and time.
