What This Standard Means
What Students Need to Do
- Students compare state reforms and public reactions in Atatürk’s Turkey, Pahlavi Iran, and Iran under the Ayatollahs. They explain how communication and transportation tools shaped political organizing, censorship, and resistance.
What Mastery Looks Like
- Students can cite specific policies involving dress, education, religion, or women’s rights and explain why groups supported or opposed them. They can compare how leaders and citizens used technology to gain influence or control information.
Common Misconceptions
- Students may treat modernization as automatic progress or assume it always means Westernization. They may view traditional societies as united and overlook differences based on gender, class, religion, and politics. They may also assume new technology always weakens government control.
How to Assess It
- Use an exit ticket: Compare one reform in Turkey with one reform in Iran, then explain how each affected daily life and political authority.

Ways to Teach It
Have pairs sort reform and reaction cards into Atatürk’s Turkey, Pahlavi Iran, and the Islamic Republic, then justify two placements.
Ask students to write: When does changing dress or education become state control? Support the answer with two historical examples.
Run a role-card debate where clerics, women, students, officials, and rural families respond to one proposed reform.
Give students a current news article and have them identify how social media helps both protesters and government authorities.
