UNRESOLVED GLOBAL CONFLICT (1945–1991: THE COLD WAR): The second half of the 20th century was shaped by the Cold War, a legacy of World War II. The United States and the Soviet Union emerged as global superpowers engaged in ideological, political, economic, and military competition.

What This Standard Means
What Students Need to Do
- Students explain how glasnost increased political openness and how perestroika tried to restructure the Soviet economy. They trace intended and unintended effects across the Soviet Union, Eastern Europe, and other regions.
What Mastery Looks Like
- Students correctly connect each reform to specific changes, such as public criticism, economic disruption, nationalist movements, and weakened Soviet control. They support claims about global effects with accurate evidence.
Common Misconceptions
- Students often reverse glasnost and perestroika or treat them as identical. They may assume Gorbachev planned the Soviet collapse. They may also credit the reforms alone, ignoring economic problems, nationalism, protests, and foreign pressure.
How to Assess It
- Give students four effects and ask them to connect each to glasnost, perestroika, or both. Require one sentence explaining how one effect weakened Soviet control.
