What This Standard Means

What Students Need to Do: Students tell the difference between local, state, and national government. They identify simple ways each level helps people, makes rules, and handles problems.
What Mastery Looks Like: Students correctly sort familiar actions, such as repairing a town playground or issuing a passport, by government level. They explain their choices with a simple reason.
Common Misconceptions: Students may think government means only the president or police. They may assume every problem is handled by the national government or confuse government levels with geographic places.
How to Assess It: Give students three picture cards: a broken town playground, a state highway sign, and a passport. Have them label each local, state, or national.

Ways to Teach It

Set up three labeled hoops and have students sort picture cards showing government workers, services, rules, and leaders.
Ask, "Who should help if our town playground is unsafe?" Students draw an answer and explain their choice to a partner.
Play a matching game where students pair action cards, such as fixing town roads, with local, state, or national labels.
Take a short walk near school and list government services students notice, such as sidewalks, traffic lights, signs, or a post office.
