What This Standard Means
What Students Need to Do
- Students name numerals through 20 when shown in any order. They count a set, then record how many with the matching numeral, including an empty set.
What Mastery Looks Like
- A student names numerals through 20 in mixed order. They count arranged or scattered objects once each and write the matching numeral, including 0 for an empty set.
Common Misconceptions
- Students may confuse similar numerals, especially 6 and 9, or reverse the digits in teen numbers. They may skip or count an object twice. Some think an empty set needs no numeral instead of 0.
How to Assess It
- Show 6, 12, 17, and 20 in mixed order and ask students to name each numeral. Then show sets of 0 and 14 objects and have students write each matching numeral.

Ways to Teach It
Place numeral cards 0 to 20 around a table; students build each amount with counters, leaving the zero card empty.
Show 16 scattered dots and ask, “How can you prove which numeral matches?” Students explain or draw their counting path.
Play a matching game with numeral and picture cards; students keep a pair only after counting aloud to confirm it.
Count classroom items, such as 14 crayons or zero glue sticks, and write a numeral label for each container.
