What Students Need to Do: Students identify basic rights, such as speaking freely, practicing a religion, and receiving fair treatment under laws. They explain that laws, courts, and public officials help protect these rights.
What Mastery Looks Like: Students can name a right and give a clear example of government protecting it. They can explain that rights apply to citizens even when people disagree.
Common Misconceptions: Students may think rights mean they can do anything they want without limits. They may also believe only police protect rights, or that rights apply only to adults.
How to Assess It: Give students this exit prompt: “Choose one right and draw or write how the government helps protect it.” Ask them to label the right and protection.

Lesson moves

Have pairs sort picture cards into rights, responsibilities, and rules, then explain where each card belongs.
Ask students to write: “How should the government respond if someone is treated unfairly because of a belief?”
Play Rights Match by pairing right cards, such as free speech, with protection cards, such as laws and courts.
Read a school rule against unfair treatment, then compare how school leaders and government officials protect people through rules and laws.
