- Students write a clear question tied to specific evidence from a phenomenon, model, text, or investigation. They describe a problem precisely enough for someone to plan an investigation or solution.
Common Misconceptions
- Students often write broad questions, opinions, or questions that cannot be tested. They may suggest a solution before clearly naming the problem, desired result, or limits.
How to Assess It
- Show a photo of cloudy pond water. Ask students to write one investigable question and define one related problem, including the desired result and one constraint.

Ways to Teach It
Give groups melting ice cubes on different surfaces, then have them record observations and write two testable questions.
Show a model of a damaged ecosystem and ask, "What problem is shown, and what evidence supports your definition?"
